Quebec Threatened to Leave Again. Canada Set the Table.
The pattern is the point.
Quebec is, as of this morning, still part of Canada. This is news because the alternative scenario has been thirty-eight years long and has resolved seven times and is currently in iteration eight.
The 1995 referendum failed by 49.42 percent to 50.58 percent. The federal government has, since then, accommodated Quebec in ways that the Atlantic provinces would describe as polite suffering.
Quebec stays. Canada sets the table. Everyone gets back to work.
